PLAN has been a fully licensed, non-profit adoption agency since 1975. PLAN is well known for its ethical practices and for its expertise in obeying all of the international, federal, and state adoption laws.

PLAN has over 30 years experience in helping build families through adoption, with extensive expertise in both international and domestic adoption. We are a pioneer in providing pre-adopt classes to aid potential adoptive parents in discerning their best choices. PLAN’s classes also provide key information on the adoption process itself and training on how to maximize the experience of parenting adopted children.
We have a long history of success in meeting the needs of a wide variety of adoptive families. This success is based on many factors including the expertise and training of the staff, the longevity of PLAN, the number of programs offered, the support for adoptive parents before, during, and after adoption, and the dedication of PLAN to operating with integrity.
EXPERIENCE Our Care
PLAN strives to assure that the children are provided the best care possible within the limitations and requirements of each country.
We work to help children in many ways, including raising funds for food and medical care for children who are not adopted. We strive to include aid to children who are war victims in Liberia, giving donations to Tomorrow’s Child, extending help to the Humanitarian Arm of the China Center that provides for the surgeries, medicines, specialized care and therapies needed by children with special needs, and we continue ongoing aid to orphanages and social service centers in Vietnam.
UNDERSTAND Our Accreditation
PLAN is an active member of the Joint Council for International Children's Services. PLAN supports and adheres to the standards for international adoption set by JCICS. We are also a member of the North American Council on Adoptable Children, an organization that aids waiting children and their adoptive families. PLAN is also an active member of the Coalition of Oregon Adoption Agencies and the Special Needs Adoption Coalition.
