China

Please Note: As of April 1, 2008 PLAN's Hague accreditation status is pending approval. Consequently, PLAN is currently unable to accept new applications for China adoptions. We will resume accepting applications from China as soon as our status moves from pending to approved. All adoption cases currently in process will be completed.
 
In 1992, when China opened its door to international adoption, PLAN was among the first five adoption agencies to be licensed by the China Center of Adoption Affairs to place children. Since then we’ve united hundreds of Chinese children with loving adoptive families throughout the United States. PLAN’s China program is among the least expensive of all international adoption programs.

There are beautiful girls (and a few boys) of all ages waiting for a family to call their own. Most are referred with no known special needs. Families who have adopted from China have wonderful stories to share of how well their Chinese daughters and sons have adjusted to their new families. In fact, many families are so happy they decide to adopt a second, and sometimes even more from China!

WHY CONSIDER ADOPTION FROM CHINA?

    DOSSIER REQUIREMENTS:  Documents needed to complete an adoption in China Specific details and assistance will be provided when completing dossier.

    • CIS pre-approval (I-600A)
    • Adoption application
    • Homestudy
    • Six to ten photos and two passport photos
    • Certified Copies of birth certificates (one each)
    • Bank letter
    • Certified divorce decree (if applicable)
    • Local police clearance (one each)
    • Medical & financial statements (forms provided)
    • Letter to Honorable Officials of the PRC
    • Letters from employers
    • Certified Copy of marriage certificate (one)
    • Photocopies of passports

    GETTING READY: 

    • Obtain two each of certified birth certificates & marriage certificates
    • Pre-file I-600A with your local CIS office
    • Obtain passports

    PREADOPT EDUCATION: Preadopt education offers important information about adoption-related issues and is required for all adopting families. If your homestudy agency does not offer at least ten hours of approved, adoption-specific education, you will need to take PLAN’s online adoption course.     CHILDREN AVAILABLE: Infants are mostly nine to 18 months old by the time of arrival, and are primarily girls. China strongly enforces population-control policies, which include encouraging one child per family. In China it is not legally possible to abandon a child, thus, children are abandoned usually where they can be quickly found. The children come under the care of the government orphanages in the region where they were found; most are given excellent care in foster homes.

    FAMILY REQUIREMENTS: Married couples ages 30 (minimum) to under 50, for children with no known special needs. The minimum age is strictly enforced. Parents older than 45 may request a young child but should be open to referral of a child over the age of 18 months.  Some health restrictions apply including obesity and mental health issues – see PLAN for a more complete list. No more than three marriages, including present marriage. No more than five children (including adopted child). At least $10,000 in annual income per household member (including adopted child).

    REFERRAL & PROCESSING TIME: Waiting time for referral of a child (after dossier is logged into China Center of Adoptions) is lengthening, but is currently 21-24 months. When a child is referred, photos, medical and developmental information are provided. The family will travel to finalize the adoption in China about eight weeks after the referral is received and accepted.  Complete assistance is provided by experienced escorts for the entire trip in China.

    LENGTH OF TRAVEL: One or both parents must travel and stay for approximately 12 days. Some provinces Some of the provinces may require a slightly longer stay of a few days or more. Your entire trip will be escorted. There are plenty of opportunities for shopping and sightseeing in addition to the official visits and paperwork. If you wish, you can begin by touring the sights of Beijing and the Great Wall. Travel is usually in groups of three to six families.

    RETURN HOME: Re-adoption is highly recommended; this provides legal change of name and child’s birth registry in state of residence. Certificate of naturalization should be obtained; effective January 1, 2000, if both parents travel to China to receive their child, the child will automatically be sent a certificate of naturalization upon returning home. If only one parent travels, it will be necessary to re-adopt, then apply for a certificate of naturalization. China requires a specified number of post-placement reports.  Strict adherence to providing post-placements is necessary. Information and post-placement schedule will be provided upon return home.
