Information: You may download program information from our website which is similar to what you will receive if you request an Information Packet by mail. If you would like a packet sent, please call the office at 503-472-8452 or email info@planlovingadoptions.org Please feel free to contact us at any time with your questions. If you already know the adoption program you desire, you may speak directly with that particular program staff. If you are undecided, you may receive information from various staff members that will help you in making decisions.
Education: PLAN has joined with Adoption Learning Partners (ALP) which is an online training program for domestic and international adoption (with the exception of the State Adoption Program.) ALP offers a variety of courses and is Hague compatible. We have selected courses which are pertinent to your particular adoption. The fee is generally around $150 per family and once you have completed the training PLAN will be sent course completion certificates for your file.
If you are adopting through the State Adoption Program you will receive your training through either the Special Needs Adoption Coalition (SNAC) or one of Oregon’s DHS - Child Welfare Offices. Application: To start the adoption process, send your application and the $195 application fee. Along with the application you will need to send the documents which are listed at the bottom of page two. The application will ask you to state your adoption preference for the type of adoption you’re requesting, but if you are undecided, you can fill this out later. Processing: After your application has been approved and before your adoption homestudy begins, you will be sent an application approval letter and a contract outlining our fees and services. The contract needs to be returned with the appropriate fees before the next step in the adoption process can begin. (You may view a sample of our contract by clicking here.) Adoption Homestudy: The paperwork you need will be provided to you by the PLAN office. PLAN will arrange to have a social worker come to your home to meet with you and your family. They will be your advocate, helping you meet the requirements for adoption. PLAN social workers are friendly and professional, focused on making the adoption process a helpful, positive step in your adoption journey. (If you already have a current homestudy, ask PLAN if you qualify for a discount.)
Program Specific Steps: Your file will be given to the staff of the program you have chosen. She will work with you to prepare the paperwork needed for your program. If you are adopting internationally PLAN staff will assist you in preparing your dossier. We understand the paperwork process can seem overwhelming, please be assured PLAN staff will do everything possible to help you meet the requirements needed to complete the process and bring your child home.
Wait: Waiting can be the most difficult part of the adoption – make the most of the time you have to further prepare for parenthood; read adoption and parenting books; talk with other families who have adopted; get the room ready; plan for the travel time. Enjoy the journey of adoption.
If you are adopting domestically, your wait time is dependent upon being matched with your child. If you are adopting internationally, there are additional steps that need to be completed by our government, the organization caring for your child, and the government of the country where your child was born.
Celebrate: Welcome your new child with open arms. We share in your joy!
Post Adoption & Post Placement : Once your child has arrived a formal post adoption/post placement time begins. Your social worker will visit you to support you in the adjustment process and prepare a report which will be sent to the placing country or agency. There are also Family Reports which you will be asked to complete if you adopt a child internationally. If your child was legally adopted in the country of origin then post adoption services is the proper terminology for social work services provided after placement ; if your child arrived under a guardianship arrangement or in cases of domestic adoption the proper term is post placement services.
Finalization or Re-adoption: If you are adopting domestically you will complete the legal adoption process through our U.S. court system. If you adopted a child internationally and the legal adoption was completed in the placing country we still suggest you file for re-adoption so your child has a U.S. birth certificate.

In order to be Hauge- and licensing-compliant, PLAN requires 10 hours of approved training in addition to the teaching you may have received from your social worker during the homestudy process.
